Why does my puppy hate people?

I adopted a Siberian Husky/Great Pyrenees hybrid a few weeks ago. She was born on Christmas day, so she isn't that old yet. She absolutely HATES all people. If they are strangers she hides in her cave (under the porch) and sometimes pokes her head out and barks at them. If we are all inside and there are strangers she steers clear of them and occasionally barks. She is okay with us but doesn't come when we call like most puppies, she doesn't want to play with us, she doesn't want us to pet her or love on her. It's very hard to train her where to go potty, to sit, etc because of her attitude towards people. We own a Great Pyrenees male and he LOVES all people. He will guard the house if we are not outside to greet guests but he is not scared of them, he doesn't hide, he doesn't bark at them... he'll just growl and keep them out of the gate. We've owned a husky before and he loved all people as well. He greeted everyone with a wagging tail and happy go lucky personality. I contacted the breeder and she said that Alu (my puppy) was ALWAYS like that... she has always been standoffish, scared, barky towards all people. The breeder said all the other puppies had the personalities like both breeds (loving, aloof, not weary of people/strangers). So... why is she like this? I got another dog (puppy) because my Great Pyrenees is getting really old, has hip dysplasia and just isn't going to live much longer. So, I wanted a puppy to replace him when he pes. We take our dog on hiking trips, road trips, shopping, to petsmart, to the dog park, etc... she doesn't like going because she hates people. She won't learn to walk on a leash because she has no reason to want to walk with us... she'd rather stay in her cave. We want her to be an indoor dog, like our other, but she refuses to come inside unless we go pick her up and carry her inside... HELP! Is there anyway to fix this behavior/personality? Will she be like this forever?!?
