Tft vga cable showing earth on tester.plz help.......?

i have checked voltage in netural and on vga cable connecter is 20v, my motherboard display gone two times in last week i have repaired motherboard i didnot want to distroy it again,i have used earth cable as a netural at a place in a socket is it creating problem , plz solve my problem , thanx in advance
