The top 2 teeth question !!!?

my 8 month old has her 2 top teeth coming through she never lets me see them i just see them real fast when shes laughing or something. But every night she like almost moans while shes taking a bottle and when shes done and ready to sleep she always moans still.. and she in a very light sleep and then she'll break in a real loud cry and be real fidgety. are these teeth really painfull? i tried ora-jel(doesn't work) I tried Tylenol im not seeing enough improvement. any ideas? she rarley takes teething rings. ty!
