Now trade war with Mexico - the "Stimulus Bill" banned 98 trucks from US roads. Why didn't Obama read bill?

How stupid is the Administration? The "Stimulus Bill" gives AIG bonuses and also bans some Mexican trucks from the USA causing a trade war. Except for oil, Mexico has a trade deficit with the USA and now it is putting high tariffs on our goods. Is Obama loco? The late Sam Rayburn - FDR's Speaker of the House - blamed the Great Depression on high tariffs and trade wars. He always blocked high tariffs. Obama is the Herbert Hoover of our time. If the Administration cannot even read the bill, then they should not be in office.
